General Information for The Hamilton County Juvenile Center

The Hamilton County Juvenile Center is located at 18006 Cumberland Road in Noblesville, Indiana 46060. This facility consists of both shelter care and secure detention with the goal of holding juveniles responsible for their actions by utilizing positive reinforcement. The shelter care has the ability to house up to 20 individuals at any time. The secure detention unit has the ability to hold up to 86 individuals at any time. While shelter care serves as a temporary placement for status offenses, secure detention is considered a long-term solution for juveniles that commit non-status offenses until the juvenile can be released. Juveniles placed within the shelter care unit are able to continue taking classes at their current school and are provided transportation by the Hamilton County Juvenile Center. Juveniles within Shelter care are also given opportunities to participate in on-site treatment programs and are allowed to leave the premises under staff supervision. Consequences for violating facility rules include lockdown, room restrictions, incident reports, and loss of privileges. Additionally, this facility has a school program that juveniles may attend on-site and allows juveniles to receive their GED.

Secure Detention Information at The Hamilton County Juvenile Center

This program consist of five levels: Zero, One, Two, Three, and 2-H. Each level is give different privileges. While Levels Zero and 2-H are given no privileges, Levels One, Two and Three are given privileges such as phone calls, visits, positive points, extended bedtimes, Commissary, games, and participation in the Detention Program. Moreover, points are awarded or taken away, depending on the juvenile’s behavior. These points determine if the juvenile advances to the next level or not. Visitors must be at least 18 years old or older and are only allowed to visit after the juvenile’s initial court date.

The Shelter Care unit at The Hamilton County Juvenile Center initiated a merit system that consists of three levels: Beginner, Learner, and Achiever. Each level is awarded different privileges, such as extended bedtimes, games, TV, phone calls, visits, outings, and the coupon box. Moreover, juveniles are given treatment assignments, such as journal writing and goal setting. Juveniles are allowed up to four visitors 18 years older or older for 30 minute visits during visiting hours. Visiting hours include:

Tuesday and Thursday: 6:00pm-8:00pm

Sunday: 12:00pm-2:00pm

Juveniles are also afforded home visits and phone calls. Juveniles that are considered Achiever Level are allowed to visit their home once a week for four hours. Juveniles are allowed phone calls Monday through Sunday, 10:00am-8:00pm

Lastly, juveniles are allowed access to services such as Life Skills, Religion, Recreation, Hygiene, Medical/Dental, and Education Programs.
